DIFC Courts
Amna Al Owais is the Chief Registrar of the DIFC Courts and provides high level support to operations, the administration of the Registries, as well as the delivery of a comprehensive suite of ancillary court public services. Amna spearheads special projects across DIFC Courts operations, particularly in the field of technology and innovation, harnessing digital transformation for core courts services, including major partnerships under the Courts of the Future initiative with the Dubai Future Foundation, such as Court Tech Lab and the Courts of Space, in addition to Court of the Blockchain with Dubai Digital Authority and the creation of the Digital Economy Court specialised Division.
In addition to her role as Chief Registrar of the DIFC Courts, Amna is also Chairperson of the DIFC Courts’ Users’ Committee, Chairperson of the DIFC Courts’ In-House Counsel Committee, and a member of the Consulting Council for the University of Sharjah College of Law. In 2014, Amna was appointed to the Advisory Board of the International Bar Association’s Access to Justice and Legal Aid Committee. In September 2019, Amna was also appointed to the College of Law Advisory Board of the University of Dubai.
In 2014, Amna was selected to join the Mohammed Bin Rashid Centre for Leadership Development (MBRCLD) – the Young Leaders category, and furthermore in 2018 after the relaunch of the MBRCLD, under the Dubai Executive Office and after an extensive selection process, Amna was selected to join the first batch of the MBRCLD Impactful Leaders Programme. Amna successfully graduated in December 2018.
Amna has played a key part in the establishment and development of the DIFC Courts and creation of the Dispute Resolution Authority in 2014. She also spearheaded the establishment of the DIFC Courts’ Pro Bono Programme, launched in 2009, which is the first scheme of its kind in the Middle East. In 2011 Amna was recognised by the International Bar Association as one of the Top 3 young lawyers in the world and was listed in the Top 50 Most Influential Women in the Arab World and in the Top 100 Influential People Helping to Shape the Emirate of Dubai by Arabian Business in 2018.
Amna was also awarded Legal Services CEO of the Year at the Arabian Business CEO magazine Awards in 2018 and listed among the Top 30 Most Influential Women in the Arab World in 2019 by Arabian Business, The Middle East’s 100 Power Businesswomen by Forbes Middle East in 2020, and the CEO Women of Influence in 2021, and 50 Inspiring Female Business Leaders in 2022 by Arabian Business. Amna was also featured in Arabian Business’ 50 Inspiring Women Leaders 2023. Lexis Nexis also recognised Amna in 2022 as Legal Services Innovator of the Year at the Women in Law Awards and received honourable mention for the Professional Achievement Award. In 2019, Amna was invited to join the Dubai Future Councils, a new initiative launched by His Highness Sheikh Hamdan bin Mohammed bin Rashed Al Maktoum, Crown Prince of Dubai, and Chairman of the Board of Trustees at the Dubai Future Foundation. Consisting of 13 councils, its main mandate is to envisage the future agenda of Dubai in strategic sectors and launch initiatives with both private and public sector partners to create the foundation for that future. Amna specifically plays an active role in the membership of the Dubai Future Council on Entrepreneurship & Innovation Ecosystems.
Launched in 2019 by His Highness Sheikh Nahayan Al Nahayan, Minister of Tolerance, Amna was also selected by the University Leadership Council and Patheon Assas-Université Paris II to be in the first cohort of the International Business Law LLM and graduated summa cum laude in 2020, making it her second Master’s degree. In January 2023, Amna was also appointed as a member of the Advisory Board of the University of Patheon Assas-Université Paris II, Dubai Campus.
Amna has also successfully completed the Director Development Programme for Corporate Governance (4 modules) provided by the prestigious Hawkamah Institute in 2019 and in 2020 Amna was selected to join the inaugural members of Pathway2020, a regional board career accelerator dedicated solely to building the pipeline of highly competent female board directors and connecting them to boards of listed and large-scale private companies.
In 2021, Amna was accepted to join the selective Strategic Leadership and Public Governance course provided by the Singapore Cooperation Programme (SCP). The Programme is provided by the Ministry of Foreign Affairs – Singapore in collaboration with the international embassies, who then coordinated with the Singaporean consulate in each country to nominate qualified personnel.
In 2023, Amna was selected to join the Dubai Future Fellowship, an initiative launched by H.H. Anna Veneziano is the Deputy Secretary General of the International Institute for the Unification of Private Law (UNIDROIT). She is a Professor of Comparative Law at the University of Teramo, Italy, where she was formerly the Director of the Department of Private Law. In the period 2013-2017 she was tenured Professor of European Property Law at the University of Amsterdam (UvA). Her education includes a Law Degree with honours from the University of Rome La Sapienza, an LL.M degree from the Yale Law School funded by a Fulbright scholarship, and a PhD degree from the University of Florence (Italy). Her main research and publication areas are on secured transactions as well as international, comparative, and European contract and sales law. Among her institutional activities before joining UNIDROIT she was a member of the Italian delegation with respect to the Cape Town Convention on International Interests on Mobile Equipment and its Aircraft Protocol as well as its Space Protocol. She was also a member of the Study Group on a European Civil Code and of the Compilation and Redaction Group on a Draft Common Frame of Reference on European Private Law (DCFR), and of the restricted Expert Group set up by the European Commission on a common European law on sales. At UNIDROIT she was, inter alia, involved in the drafting of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, in the implementation of the Cape Town Convention Protocols and in the negotiations of the Mining, Agricultural and Construction Protocol. She represented UNIDROIT in the drafting of the Tripartite Guide on uniform contract law and was Co-Chair of the Steering Committee of the ELI-UNIDROIT European Rules of Civil Procedure project.

DIFC Courts
Ayesha was appointed as a Registrar of the DIFC Courts in November 2022. She currently oversees case progression at the DIFC Courts, as well as sitting as a judge and mediator with the Small Claims Tribunal (SCT). Ayesha also hears applications in the Court of First Instance, Court of Appeal and the Enforcement Department. Ayesha also oversees the day-to-day function of the DIFC Courts Wills Service.
Ayesha joined the DIFC Courts in the role of Case Progression Officer in March 2015 and was promoted to the role of Assistant Registrar in 2018. In 2019, Ayesha was appointed as the Deputy Registrar of the Small Claims Tribunal and in 2020 Ayesha was appointed Deputy Registrar of the DIFC Courts.
Ayesha holds a Bachelor’s Degree in Law and Political Science from University of Saint Joseph Dubai and studied on a scholarship from the Edad Leadership Programme. She is also qualified to appear before the local and federal courts in the UAE.

Dan Katz is a former business lawyer turned innovation entrepreneur.
Dan started his career as a business lawyer and practiced for over 10 years in a high-profile corporate law firm in Paris. He then embarked on an entrepreneurial journey and founded his first startup in mobile media, which pivoted and was eventually sold to a larger player. Since then, he has been active in various innovation sectors such as digital education, big data analytics and more recently Space transportation. He even launched a chain of coworking cafés in Paris.
Along the way, he also assumed some corporate positions, such as VP of business development at the IP Licensing, Research & Innovation Division of Technicolor, an international media technology group, and later as Chief Data Officer of Safran, a world leader in the propulsion and aerospace equipment sector.
Dan then joined Space Cargo Unlimited, a Luxembourg-based New Space startup, and after having successfully executed several Space missions, Dan is currently leading the efforts of Space Cargo Unlimited to develop, build and operate the first fleet of Space vehicles dedicated to Space manufacturing.

Dan has a diverse multicultural background and speaks several languages fluently. She holds an LL.M. in Space Law from the University of Paris-Saclay and a Ph.D. from Sapienza University of Rome. She is a member of the Legal Council of For All Moonkind and Senior Fellow at its Institute on Space Law and Ethics. She is affiliated with the International Astronomical Union’s Centre for the Protection of Dark and Quiet Skies and the Open Lunar Foundation. Hamza Hameed is a Pakistani lawyer presently serving as the Chair of the Space Generation Advisory Council (SGAC). Hamza works as a Senior Policy Manager for Access Partnership in Singapore. He supports governments and the private sector with legal, regulatory, and compliance-related matters in the space, satellite, and telecommunications industries.
Prior to this, Hamza worked as part of the Secretariat of the International Institute for the Unification of Private Law (UNIDROIT) in Rome. Professor Dr. Mahulena Hofmann is holder of the SES Chair in Space, SatCom and Media Law at the University of Luxembourg. Since 2016, she serves as director of the Master Program in Space, Communication and Media Law. In 2016, she was head of an international team which analysed the framework of space resources activities; afterwards, she has been working on a Draft general space legislation of Luxembourg. Regularly, she is member of the Luxembourg delegation to the Legal Sub-Committee of the UN COPUOS. Between 2017 and 2019, she was representing the University in The Hague International Space Resources Governance Group. M. Hofmann is member of the International Astronautical Academy, and of the Board of the International Institute of Space Law which awarded her a Distinguished Service Award in 2020. She is author of more than 100 articles and seven books; in 2019, she published an “Introduction to Space Law” with Tanja Masson-Zwaan. In 2020, she supported the UNOOSA in the preparation of an online e-learning course in space law. Her main areas of interest are space law and international telecommunication law.

Dr. Pozza is the Director and Principal lawyer of Gravity Lawyers. Her expertise includes: commercial international space law, international military space law, New Zealand space legislative frameworks over military and commercial uses in space. She has developed expertise in legal and technical frameworks in cybersecurity and IT, Unmanned Aerial Vehicles (UAVs), and technology laws. Her law firm also offers legal services in corporate and commercial law, legislative audits, on-site training, and in-house secondment placements. Her most recent publication is on Risk Management in Outer Space Activities – An Australian and New Zealand Perspective published by Springer, which is part of her Book Series titled Space Law and Policy. She has been involved in the development of numerous space law publications and research projects that range from academic articles, professional publications, guidance materials, and books. Dr. Pozza has supervised at master’s level and is currently supervising at the PhD level in space law.
Dr. Pozza has received a number of accolades and awards in recognition of her work in both international space law and New Zealand’s space law: She was the recipient of New Zealand Elite Women in Law Awards 2022, Finalist Inhouse Lawyers Awards (community Contributions) 2022, awarded “Most Influential Woman in Aerospace Law 2021 – New Zealand”, and noted by AI Global Magazine as “the Women in New Zealand’s Legal Profession to Watch”. Her other awards include the Inter-Pacific bar Association Award in 2016, Finalist for the New Zealand Lawyer of the Year Awards 2017 – Young Private Practitioner category. Dr. Mohamed Amara is an Algerian qualified lawyer currently holding the position of General Counsel for the Federal Geographic Information Center (FGIC). Mohamed holds a PhD in Private Law from the University of Tlemcen in Algeria and a Master’s Degree in Public law and Economics from the University of Alexandria in Egypt.
Mohamed has been practicing in the GCC region for over 25 years. He is acknowledged as an expert practitioner in several areas of law such as administrative law, public procurement law, pension & retirement, oil & gas, space policy and law, dispute resolution, and corporate governance.
Currently, Mohamed is engaged in advising the FGIC on its policy and legal framework of the geospatial sector in the UAE.
Mohamed has served as a General Counsel for UAE Space Agency for over seven years in which he led the efforts for the establishment of the legal framework for the regulation of the space sector in the UAE and participated as a delegate to the Legal-Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). He also advised the Agency on numerous space technology projects including satellites and communications systems, launch services agreements, export control regulations, and was involved in the negotiations for a number of international cooperation projects. Mohamed is a Member of the International Institute of Space Law (IISL).
Before joining the UAE Space Agency, Mohamed worked for the Abu Dhabi National Oil & Gas Group of companies (ADNOC) where he advised the Group on all legal matters related to oil & gas, including the drafting of national legislation. Mohamed is also an independent Arbitrator registered with arbitration institutions including Abu Dhabi Commercial Conciliation and Arbitration Centre, Saudi Center for Commercial Arbitration, and the Dubai International Arbitration Centre. He is a member of the Chartered Institute of Arbitrators (CIArb) and an Accredited Mediator. He has served as Chairman, Co-arbitrator and Sole Arbitrator in various cases ranging from construction, real estate, contract interpretation, and oil & gas disputes. He led and supervised over 73 national and international studies, and coordinated the preparation of over 590 conference paper contributions in over 210 international conferences that impacted more than 135 international decisions in the field of Space, Cyber, and ICT. Naser established in 2019 the UAE space entrepreneurship program (GSIA), and supported incubation and accelerated of more than 14 Space Startups. He coordinated the government authorization/licensing of over 18 ICT/Space activities, and led the int’ registration of more than 303 telecom and satellites stations. Rachel’s career began in the construction industry, where she was involved in formal dispute resolution proceedings including arbitration (both international and domestic), adjudication, and mediation.
She specialises in drafting and negotiating contract documents, procurement, dispute resolution and avoidance, as well as quantum and commercial management issues.
Rachel is an Accredited Expert Witness, certified Mediator, Fellow of the Singapore Institute of Arbitrators, and Member of the Chartered Institute of Arbitrators. Romain Loubeyre: has 10 years’ experience in space insurance underwriting. Comes from a Space legal and insurance background. Worked in a research position at the Space Policy Institute (George Washington University) and a consulting contract for the Agence Nationale des Frequences. Following underwriting and claims training at SCOR Global P&C, he joined elseco Limited in DIFC in 2011. In addition to underwriting space risks, Romain is Managing Director of ATOM Technologies Limited (an elseco Group company) developing the ATOM insurance operating system. Samantha Nataf has been involved, as counsel or on the arbitral tribunal side, in nearly sixty international arbitration proceedings conducted under the auspices of arbitration institutions (ICC, ICSID, LCIA, DIAC, PCA, etc.) or on an ad hoc basis.
The disputes in which she is involved are subject to a wide variety of applicable laws and have arbitral seats in multiple jurisdictions. They often involve complex contractual arrangements arising from large infrastructure projects and cover a wide range of legal and technical issues. The industries concerned include, among others, aviation and aerospace, construction and large infrastructure projects, defense, energy and raw materials, life sciences, as well as telecommunications.
As an arbitrator, Samantha Nataf is admitted to the list of arbitrators of the French Committee of the ICC, the Korean Commercial Arbitration Board (KCAB), the Israeli Institute of Commercial Arbitration, the Shanghai Arbitration Commission (SHAC), the Singapore International Arbitration Centre (SIAC) and the Dubai International Arbitration Centre (DIAC).
Samantha Nataf served two terms as a Member of the ICC International Court of Arbitration (2018-2024), the supervisory body of ICC arbitral tribunals. In this capacity, she reviewed hundreds of draft arbitral awards for approval by the Court, a mandatory step before their notification to the parties.
Samantha Nataf was appointed Member of the Council of the ICC Institute of World Business Law in 2024. She is also a Member of the ICC Commission on Arbitration and ADR, the French Arbitration Committee, and the Swiss Arbitration Association.
